【摘要】:Itistheintentoftheseprinciplestoprovideguidanceforaneconomicalandefficientsystemfor(1)thesupplyofpersonalproperty,(2)theutilizationofavailableproperty,and(3)thedisposalofproperty.Historically,propertymanagementpracticeshaveoftenreflectedorganizationalormanagementprocessesthatdidnotreflectx201C;bestpractices.x201D;Oneofthegreatestchallengesfacingpropertymanagersishowtoensurethatoverlydetailedandcostlypracticesusedorproposedfortheoversightofpropertyassetsarenotadoptedasrepresentingx201C;bestpracticesx201D;orestablishedasoperatingpolicy.Propertymanagementpracticesmustseek,whenviewedintotality,tobeeffectiveandefficient,tothepointatwhichbenefitsexceedthecostsofoperation.Oftenthekeypropertymanagementfunctionsarebasedoncompliancewithquantitativemeasuresand,assuch,compliancewithx201C;processx201D;hasbecomemoreimportantthanthegoalsthatpropertymanagementsystemsshouldseektoachieve.1.1Thispracticecoversthecreationofasetofguidingprinciplestobeappliedtothepracticeofpropertymanagement.Suchprincipleswillenunciatetheobjectivesandintentofthepropertycommunity,stresssimplifiedprocedures,promotelessratherthanmore,judgmentratherthan"by-the-book"decisions,andencouragetheadoptionof"bestpractices."1.2Theacceptanceofguidingprincipleshasthepotentialtofosteraproblem-solvingmentalitywithinthepropertymanagementcommunity,encouragetheuseofinnovativeandcost-effectivepractices,creategreatercommonalitybetweengovernmentandindustrypractices,andincreasetheabilityoforganizationstorespondtochangingneedsandbusinessconditions.1.3Thepotentialeconomicandpracticalbenefitsofoperatinginamannerconsistentwithasetofguidelinesoutweighconcernsaboutthelossofpredictability,uniformity,andconsistency.
